Many people rightfully think that the decision of how to best use their resources, like money, is theirs to make. This is especially true of annuities and structured settlements, although that might not actually be true. Many states have laws in place dictating how structured settlements are dealt with, especially transfers or sales. Can a court really block the transfer of a structured settlement? The most honest reply to that question is yes, the court can deny the transfer of a settlement, but there?s a little more to it than that.

A Little Investigating

You have to know about the history of the structured settlement brokerage industry to really know what?s going on. The predatory nature of some companies has caused many states and consumer advocates to hold a low opinion of structured settlement transfers. Preying on the desperate and needy, these companies convince them that the best option for their financial situation is selling their structured settlements.

Most states, however, now have laws on the books to protect consumers from these types of predatory companies. One of the immediate benefits of this is that all transfers or sales must go before a judge, who will determine if the transfer is in the payee?s best interests. In many cases, the judge denies the transfer, not allowing the sale to take place.

The Criteria for Denying a Transfer

The reasons for denying the sale or transfer of a structured settlement are many and varied. One of the most common reasons is that allowing the sale or transfer is ?not in the payee?s best interests?. This can mean virtually anything, although there does seem to be mitigating factors. For example, there?s a good chance that the court will reject the transfer if the funding firm recommends that the payee seek legal counsel before entering into a transfer arrangement. The proposal will then be rejected if the court does not find proof of a real financial need on behalf of the payee.

Additionally, if the transfer is not deemed ?fair and reasonable? the court may reject it. For example, chances are very good that they will not approve of the proposal if the funding firm offers a payout of only 50% of the total payments for the life of the settlement.

It is easy to see that there are many factors that could lead a court to reject the transfer of a structured settlement. Showing a real financial need, and working with a firm that?s offering fair terms, is your best defense against a court denying your sale.

    Russia is gradually losing hope that Syrian strongman Bashar al-Assad can cling to power, and sees his chances fading with each passing day, former President and current Prime Minister Dmitry Medvedev says.

    In a wide-ranging weekend interview with CNN's Fareed Zakaria, the West got its first good look at Mr. Medvedev ? once regarded as the best hope for beleagued Russian liberals ? since he vacated the presidency almost a year ago.

    Most of his remarks stuck closely to Kremlin talking points. But his views on Syria are bound to be parsed by Russia-watchers for signs of change in Russia's longstanding pro-Assad stance.

    "He had to do everything much more quickly, attracting to his side part of the moderate opposition, which was ready to sit with him at the same table. This is a considerable mistake, maybe a fatal one.... I think that with every day, with every week, with every month, the chances of him surviving are becoming less and less. But ... it should be decided by the Syrian people," he said.

    He added that the only path to peace involves negotiations between all the warring parties. Russia's main difference with the West, even as it has sometimes hinted at mounting disappointment with Mr. Assad, has been its insistence that the Assad regime must be a party to any talks.

    "If you exclude someone, then the civil war will continue, and the war is already under way. And in it, in my view, both sides are responsible ? the Syrian authorities and the opposition ? which, by the way is largely represented by Islamic radicals," Medvedev said.

    Many Russian experts argue that Medvedev was a failed president who rarely delivered on his promises and then stepped down in favor of Vladimir Putin without a fight. They argue that he is no longer relevant.

    "Why would anyone listen to him, really?" says Andrei Piontkovsky, an analyst with the official Institute of Systems Analysis and a frequent Kremlin critic.

    "For the rest of his life Medvedev will be doing his best to prove that he was not publicly humiliated when he gave up his post for Putin. He's just an unhappy person, who should be ignored," he says.

    But others point out that Medvedev is still very important because he's Russia's only living ex-president, and as prime minister he is the constitutional next-in-line should anything happen to Putin.

    The interview was conducted at the World Economic Forum in Davos, where Medvedev was leading a Russian delegation whose main task appeared to be stemming the damage done to Russia's international image by last year's perceived crackdown on anti-Kremlin protesters, and a series of anti-foreigner measures which include compelling NGOs with outside funding to self-declare as "foreign agents," and a new definition of "treason" that could hit almost any Russian who works with a foreign organization.

    But Medvedev offered little insight into Moscow's official thinking as relations between Russia and the West plunge to their lowest temperature since the end of the cold war. He offered a tepid defense of the Kremlin's recent ban on US citizens adopting Russian orphans, and insisted that he was just being a good team player when he agreed to vacate the presidency last September in favor of Vladimir Putin.

    And he failed to offer any fresh thinking on the growing controversy over the fate of whistle-blowing lawyer Sergei Magnitsky, who allegedly uncovered a vast scam to embezzle $230 million in taxes paid by his employer, Hermitage Capital, was arrested by the very officials he had accused, and subsequently died in prison, his body covered with signs of violence.

    The implications of the Magnitsky case, exhaustively researched by investigators working for Hermitage Capital, have rocked the foundations of East-West trust with the clear suggestion that the Russian government harbors and abets organized criminals within its ranks.

    Last month President Barack Obama signed the Magnitsky Act, a US law that names dozens of Russian officials allegedly involved in Mr. Magnitsky's fate, and mandates visa and economic sanctions against them.

    Medvedev ? following Putin's example ? chose to treat the Magnitsky issue solely as a case of a poor fellow who died under unclear circumstances in a Russian jail. Yet when he was president, Medvedev was handed a report by his own Kremlin human rights commission that laid out the full story in stark detail.

    "I'll tell you. I'm sincerely sorry for Sergei Magnitsky as I would be so for any person who passed away behind bars," he told Mr. Zakaria.

    "And Russian law enforcement needs to investigate fully what happened in that prison, why he died and who is to be held responsible. [But] speaking of the activities of the late Mr. Magnitsky, my assessment is quite different. It is not impossible that they came across corruption, because corruption is abundant. But he was never a corruption fighter," Medvedev said.

    Four snarling coyotes chased a dog named Snoopy and his two canine companions, and then smashed glass panels on a door as the pets fled for their lives into their suburban home _ another sign of wildlife encroachment around Chicago.

    Owner Roger Nelson said the slower-moving Snoopy, a beagle and basset hound mix, made it through the closing door on the heels of a golden retriever named Lexie and a 3-month-old German shepherd, Bella.

    ?He made it inside barely,? the 23-year-old told the Chicago Sun-Times. ?One more step, and they would have gotten him.?

    The attack in Riverside, 10 miles west of downtown Chicago, began around 1 a.m. Friday as Nelson let his dogs out. The coyotes leapt a backyard fence and broke the panels by clawing at the door after Nelson rushed his dogs inside.

    Nelson grabbed a high-powered BB gun and fired, apparently striking two of the coyotes, who ran off yelping, Nelson said. None of the dogs was hurt.

    Riverside Police Sgt. William Gutschick could not recall a case where coyotes pursued pets so aggressively.

    ?This is their means of food now,? the 25-year veteran said.

    Coyote sightings have become relatively commonplace, including in Chicago proper. A photographer last fall took pictures of two coyotes milling near Wrigley Field, the home of the Chicago

    Syrian troops fight rebels in Damascus suburb

    BEIRUT (AP) ? Syrian troops raided an opposition stronghold near the capital on Saturday, killing rebels and uncovering tunnels they used to move around and smuggle weapons, the state-run news agency said.

    SANA said three tunnels were discovered after clashes in Daraya, just south of the capital, Damascus. Syrian troops have been trying to capture Daraya for weeks, but have faced strong resistance from hundreds of rebels trying to overthrow President Bashar Assad.

    The rebels have used Damascus suburbs to stage attacks on nearby government facilities.

    The conflict in Syria began nearly two years ago after a peaceful uprising against Assad turned violent. The unrest was inspired by the Arab Spring wave of revolutions that toppled leaders in Tunisia, Egypt, Libya and Yemen.

    More than 60,000 have been killed since the fighting began in March 2011, according to the U.N. Since then, the Syrian opposition has taken control of wide swathes of territory, mostly in the north near Syria's border with Turkey.

    The Britain-based Syrian Observatory for Human Rights reported an air raid Saturday on the northern town of Al-Bab, which killed at least four people and wounded others.

    Amateur video posted online showed about a dozen wounded men and women and at least two boys and a girl being treated at a hospital. "Oh God help us. They are children," a man could be heard saying as a doctor cut the clothes of a boy to expose his wound.

    The Observatory and another activist group, the Local Coordination Committees, also reported shelling and air raids in other Damascus suburbs, including Shebaa and Aqraba near the international airport. The LCC also said rebels fired several rockets from Daraya toward Assad's People's Palace on Qasioun Mountain, overlooking the capital.

    It released a video showing a masked man firing at least one small rocket from the roof of a building near the palace. Syrian officials have previously denied claims by rebels that rockets have targeted the palace ? one of three mansions Assad uses in the capital.

    The videos appeared genuine and correspond to reporting done by The Associated Press.

    Daraya is flanked by districts that are home to a military air base, the government headquarters, the intelligence agency's head office and the Interior Ministry.

    The Observatory said troops bombarded southern neighborhoods of the capital and have witnessed anti-government activities for months. It said a rebel was killed in Damascus during clashes with pro-regime gunmen in the neighborhood of Tishrin.

    The activist groups also reported heavy clashes in the central city of Homs and the nearby town of Qusair, which is close to the border with Lebanon, and near a prison in the northwestern city of Idlib.

    A different perspective on reverse settlements |

    Before I begin my initial post, I want to thank Holly for inviting me to post on this blog.

    I want to take up reverse settlements in litigation over pharmaceutical patents.? Circuits are divided on how to treat these settlements under antitrust law (Elhauge & Krueger, Texas L. Rev., 91:283, 285, 2012).? The Supreme Court has decided to take this the topic up this term; it will hear oral arguments in Federal Trade Commission v. Watson Pharmaceuticals on March 25, 2013.? However, this is a topic about which I believe the legal literature has lagged substantially behind the health economics literature.? As a result, I think the conventional (legal) views of such settlements get the economics of pharmaceutical patents and innovation wrong.? (That does not mean they are getting the law wrong. Although the law in this area is highly unsettled, the goal of the law may not coincide with economic prudence.? I am commenting primarily about economic prudence.)

    Before I address a topic concerning drug companies, let me make a disclosure.? I do not receive any funding or support from drug companies, either generally, for research on reverse settlements, or for this post .? You can find more details about my past and present funding in the footnotes.[1]

    To set the stage for my arguments, let me describe the conventional view of reverse settlements among most legal scholars ? and the DOJ and FTC.? A pioneer drug company gets a patent from the patent and trademark office (PTO).? That does not ensure that the patent is valid.? But as a result of the patent the pioneer has a monopoly and consumers pay a high price for the drug, with a loss to consumer and total welfare.? Any given generic drug company has no incentive to challenge the patent.? Challenges are costly.? Moreover, once the patent is invalidated, other generic companies will enter, driving economic profits to zero.? The Hatch-Waxman Act addressed this problem by giving the first generic company to successfully challenge a patent 180 days of exclusivity before other generics can enter the market.? This would allow the generic to enjoy 180 days of duopoly profits with the pioneer.? In other words, Hatch-Waxman took some potential consumer surplus (from after patent invalidation) and offered it to the generic company to get it to help eliminate invalid patents.

    The problem with the Hatch-Waxman solution is that the first generic and the pioneer can collude to hurt the consumer.? Note that the pioneer?s monopoly profits (if the patent were left in place) are greater than the duopoly profits that the pioneer and first generic each get during the period of exclusivity (if the patent were invalidated).? The pioneer can offer the first generic a part of this wedge to settle its challenge in the pioneer?s favor.? This side payment ? called a reverse settlement ? increases the period of time during which the pioneer retains its profits.? In theory, these settlements undo the Hatch-Waxman solution.? Most scholars ? including my friends Scott Hemphill (on leave from Columbia) and Einer Elhauge ? argue that this hurts consumers.[2]

    I think that there are many missteps in this argument.? In this post I highlight one.? I will try to highlight others in future posts.

    First, the pioneer drug company?s monopoly may not reduce *static* welfare.? The conventional argument for a patent is that it encourages innovation (dynamic inefficiency).? The conventional argument against a patent is that it causes high (monopoly) prices that price some consumer out of the market (static deadweight loss or inefficiency).? Patents are given a finite duration to balance the dynamic efficiency (a benefit) and static inefficiency (a loss).? Recent empirical research in health economics suggest, however, that drug patents may not price any consumers out of the market.? A key prediction of the conventional model of patents is that, when a drug goes off patent, generic companies should enter, prices should fall, and quantity of drugs sold should rise.? However, this prediction is rejected by the data.? While drug prices fall after patent expiration, drug sales do not rise!? See the figure 1 below.? Since quantity does not rise, that strongly suggests no consumers are prevented from buying drugs due to drug patents.? There does not appear to be static welfare loss!

    A natural question is why drug quantity does not rise after patent expiration.? (We don?t need to answer this to cast doubt on static welfare loss, but it does illuminate the gap between legal thinking about reverse settlements and health economic thinking on such settlements.)? There are two possible explanations.? The simplest explanation is that pioneer drug companies advertise their drugs and this advertisement raises consumption.? So even at monopoly prices, patients consume the same amount of drugs they would at competitive prices.? When patents expire, pioneer drug companies stop advertising because they do not appropriate the benefits of the ads; ads increase both pioneer and generic sales.? See the figure 2 below. ?The decline in ads offset the increased consumption due to the price decline after patent expiration.[3]

    A second explanation, which I like better, is that consumers do not face the monopoly price of patented.? Specifically, most consumers do not pay for drugs out of pocket.? Instead they have health insurance that covers the cost of drugs.? Health insurance does not charge consumers the full price of drugs; rather it charges a copay, e.g., $10.? This copay is close to re competitive price of drugs.? As a result, health insurance permits consumer to purchase the same amount of a patented drugs as they would if it were not patented (and not insured).[4]? The table below nicely illustrates this point.? It shows that for drugs largely covered by insurance, patent expiration is associated with no increase in drug quantity.? For drugs less well covered by insurance, there is, indeed, an increase in drug quantity. Since we now have an individual mandate that requires nearly everyone to buy insurance (or provides them government insurance), we don?t have to worry about the effect of patents on less-well insured drugs: nearly all drugs will be insured going forward.

    Interestingly, while health insurance lowers the price of patented drugs that consumers face, it does not (have to) lower the price that pioneer drug companies receive.? The insurance company can pay the pioneer a monopoly price and charge the consumer a near-competitive price.? The reason is that insurance is a like a two-part pricing scheme where consumers are charge a large entry price (the premium) for the right to buy individual units of drugs at a low marginal price (the copay) (Lakdawalla and Sood, J. Public Economics, 2006).? In this manner, health insurance eliminates the tradeoff between dynamic efficiency and static efficiency that plague patents in non-pharmaceutical markets.

    A skeptical reader might ask: if consumers consume a competitive quantity of patented drugs, but the insurer pays monopoly prices for those drugs, won?t that increase insurance premiums?? And won?t that premium increase reduce insurance consumption?? In other words, isn?t the static deadweight loss of monopoly drug prices just shifted from the drug market to the health insurance market.? There is certainly an increase in the price of premiums due to drug patents.? However, there are three reasons to think this does not result in static inefficiency.? First, employer-sponsored health insurance is tax subsidized.? This subsidy reduces the price that consumers face for insurance and thus the extent to which drug patents reduce consumption of insurance.? Second, under the Affordable Care Act, nearly all individuals are required to buy insurance.? This mandate in effect eliminates any change in quantity of insurance (at least at the extensive margin) due to changes in insurance premiums.? Thus, it also mitigates the deadweight loss from drug patents.[5]

    In my next post, I will address the question of whether drug patents, even if they do not reduce total welfare, reduce consumer welfare in particular.? (Antitrust law seems more concerned with consumer surplus than total welfare.)

    [1] The one time I received money from a drug company was Pfizer in 2006; specifically I received a $35,000 grant to study a statistical question ? how to estimate heterogeneity in treatment effects using only data from parallel arm trial.? Thus the arguments made against reverse settlements are arguments against all patent settlements.? I would go further and say that, in theory, settlement collusion is an antitrust problem in any litigation that affects market structure.? But that is a digression.

    [3] A skeptic might argue that different people consumer drugs due to advertising and due to low prices.? Perhaps, but we have no evidence of this.? It is a great paper topic for a young health economist.

    [4] Of course generic drugs are also covered by insurance, and sometimes at a lower copay.? But the price elasticity is sufficiently low that we do not observe a big jump in quantity upon patent expiration.

    [5] A super-skeptical reader might note that the nature of the tax subsidy for health insurance implies that the static inefficiency from drug patents is felt not in the drug or insurance market, but through taxes.? The tax subsidy is proportional to the price of insurance.? Moreover, income taxes introduce distortions in labor markets proportional to the tax subsidies they must finance.? However, the size of these distortions may not be very large.? Drugs are only a fraction ? roughly 10-15% ? of all health spending; spending on patented drugs is only a portion of that.? Thus the premium increase due to patented drug prices is not large relative to the overall price of health insurance.

    S&P 500 vaults 1,500 as earnings cheer Wall Street

    NEW YORK (Reuters) - The S&P 500 index on Friday closed above 1,500 for the first time in more than five years as strong earnings reports, including Procter & Gamble's, helped the benchmark extend its rally to eight days.

    The winning streak is the longest in eight years and left the S&P 500 about 4.1 percent away from its all-time closing high of 1,565.15 on October 9, 2007.

    The equity market's strong start this year has been attributed to solid corporate results, an agreement in Washington to extend the government's borrowing power, encouraging signs from the global economy and seasonal inflows into stocks.

    Procter & Gamble shares led the Dow and S&P higher with a 4 percent gain to $73.25 after the world's top household products maker's quarterly profit soared past expectations. The company also raised its sales and earnings outlook for the fiscal year.

    Sales of new U.S. single-family homes fell in December but rose in 2012 to the highest level since 2009, a sign the U.S. housing market turned a corner last year.

    "Economic data in the U.S. has been trending higher, albeit modestly. Things are incrementally better," said Quincy Krosby, market strategist at Prudential Financial in Newark, New Jersey.

    "The market was able to move forward despite deterioration in Apple and that's also a positive."

    The Dow Jones industrial average <.dji> rose 70.65 points or 0.51 percent, to 13,895.98, the S&P 500 <.spx> gained 8.14 points or 0.54 percent, to 1,502.96 and the Nasdaq Composite <.ixic> added 19.33 points or 0.62 percent, to 3,149.71.

    The S&P 500 closed at its highest since December 10, 2007 and the Dow ended at its highest since October 31, 2007.

    Apple shares dropped 2.4 percent to $439.88, and the iPhone maker lost its coveted title as the largest U.S. company by market capitalization to Exxon Mobil Corp .

    Apple's market cap fell to $413 billion, down roughly $250 billion from its September peak. Apple's fall is about equal to the entire value of Google Inc .

    Adding to the bullish tone, German business morale improved for a third consecutive month in January to its highest in more than six months. In addition, European banks said they will repay the European Central Bank much more than expected of the loans the bank gave them during the crisis.

    "Good news in credit markets helps set the stage for (more investment in) riskier assets," Krosby said.

    For the week, the Dow rose 1.8 percent, the S&P climbed 1.1 percent and the Nasdaq rose 0.5 percent. It was the fourth straight week of gains for all three indexes.

    Helping to lift the Nasdaq on Friday, Starbucks , rose 4.1 percent to $56.81 after the coffee retailer reported stronger-than-expected sales in the United States and Asia. {ID:nL1N0ATH04]

    Netflix added 15.5 percent to $169.56, following its massive 42.2 percent jump Thursday after it announced a surprise jump in subscribers to its video streaming service.

    Thomson Reuters data through Friday showed that of the 147 S&P 500 companies that have reported earnings, 68 percent exceeded expectations. Since 1994, 62 percent of companies have topped expectations, while the average over the past four quarters stands at 65 percent.

    Halliburton Co shares jumped 5.1 percent to $39.72 after the world's second-largest oilfield services company reported higher-than-expected earnings and sales for the fourth quarter.

    About 6.2 billion shares changed hands on the New York Stock Exchange, the Nasdaq and NYSE MKT, below the daily average during January 2012 of about 6.93 billion shares.

    On the NYSE, more than three issues rose for every two that fell and on Nasdaq five rose for every four decliners.

    Editor's Note: This excerpt is from the first chapter of From Stars to Stalagmites: How Everything Connects, by Paul S. Braterman. Earlier in the chapter the author discusses the ideas among geologists in the 19th century that physical processes such as erosion had always occurred at the same rates and that the features of Earth were static, leading them to conclude that the planet had had no beginning nor would it have an end. Here he writes about how the ideas of physicist William Thomson would end up turning those theories on their heads, paving the way for our current understanding of Earth's early history and age.

    Other developments, however, were to undermine this view. I have already mentioned steam engines and railways. Science in the mid 19th century was much occupied with matters concerning work and energy, and the efficiency of heat engines. This period saw the development of a new subject, thermodynamics, dedicated to such matters. One of the most fundamental results of thermodynamics (the First Law) is that energy is conserved. Another (the Second Law) is, that since energy tends to spread out and degrade irreversibly over time, there could be no such thing as a perpetual motion machine. Any real process, and certainly such a process as the uplift and erosion of the Earth, is operating against friction, with overall irreversible degradation of energy into heat, and this is something that cannot continue on its own indefinitely. Yet the Earth, as seen by Hutton and Lyell, appeared to be just one such machine, running through cycles of uplift and erosion with no visible source of energy to drive the process. Conflict between the thermodynamicists and the geologists was inevitable.

    William Thomson, Lord Kelvin, in whose honour the absolute temperature scale is now named, was among the most distinguished scientists of the late 19th century. His work straddled the boundary between pure and applied research. Among other things, he played a major role in establishing the relationships between heat, work, and electricity, worked out the theory for how much information (as we would now say) could be carried by the first submarine cable, and improved the form of the compass and the methods of navigation. He was appointed Professor of Natural Philosophy (i.e. Physics) at Glasgow University when he was 22, and held that Chair for more than 50 years.

    Kelvin was interested in the age of the Earth, considered as a problem in physics, from a very early stage. It was the subject of a prize undergraduate essay, and also of his inaugural lecture at Glasgow, now unfortunately lost. He was also a sharp critic of the science of geology as it was developing. He argued (correctly) that extreme uniformitarianism was not compatible with the laws of physics. Things must have been very different at some time in the past, and would be different again in the future. The Earth was losing heat and must have once been a molten ball. The Sun was emitting energy, could not have been there forever, and must eventually run out of energy, plunging the Earth into utter cold and darkness.

    In a lengthy series of publications, Kelvin attempted to quantify these general objections. He developed a way of estimating the age of the Earth?s solid crust from cooling arguments. It is hot down a mine, and the deeper you go, the hotter. If you could go down deep enough, you would, at a depth of some miles, reach the Earth?s mantle, where the rock is actually molten. So if we have cooler rocks on top and hotter rocks lower down, heat must be flowing up through the rocks from the centre outwards. Knowing how fast the temperature increases as we go down, and how effectively the rocks of the crust conduct heat, Kelvin calculated how fast the Earth was losing heat. Where was this heat coming from? Kelvin thought he had the answer. He assumed (correctly) that the Earth was originally molten, and that heat must have dissipated as the Earth?s rocks solidified from an originally molten state (the opposite kind of process to ice absorbing heat as it melts). From an estimate of the thickness of the solid rock layer (the crust), and from measurements of how much heat it takes to melt a given amount of rock, he was able to estimate how much heat has been given out by this process of solidification. Then, by running the model backwards through time, he calculated that the thickness of the Earth?s solid crust corresponded to 100 million years. At this date before the present, all the rocks now on the surface would have been molten, and this, according to his argument, is therefore an absolute upper limit on the age of the solid crust of the Earth.

    (AP) ? A rare freezing rain caused major havoc in Salt Lake City Thursday, creating sheets of ice on roads, sidewalks and airport runways.

    The Salt Lake City International Airport was closed for about three hours, delaying hundreds of passengers. The closure came after a Frontier Airlines plane landing from Denver slid on a patch of ice while on the runway. Nobody was injured.

    Morning commutes were brought to a crawl by the icy conditions, which caused dozens of accidents that closed lanes. Utah Highway Patrol called in off-duty officers to deal with all the accidents.

    In downtown Salt Lake City and at the University of Utah, people walked gingerly to avoid falling on the ice. At the university library, frozen pipe burst led to a temporarily evacuation.

    Freezing rain is uncommon in Salt Lake City. Thursday marked just the 10th time there's been measurable frozen rain at the airport since 1940, said Monica Traphagan, a National Weather Service meteorologist in Salt Lake City.

    The amount of freezing rain at the airport is the most since Dec. 31, 1983, Traphagan said. The effect is caused by precipitation that begins as rain in the warmer upper atmosphere but freezes when it hits the valley floor that is below freezing, she said. The inversion effect ? which causes the Salt Lake City metro area to have some of the country's unhealthiest air during the winter ? keeps cold air trapped in the valley.

    At the Salt Lake City International Airport ? a hub for Delta Airlines ? five flights were cancelled Thursday morning, and 15 other planes were forced to return to their gates when the runway was closed, said airport spokeswoman Barbara Gann.

    One of the three runways was reopened at about 12:45 p.m., Gann said.

    The Frontier plane landed safely at about 9:30 a.m. and slid on a patch of ice while turning to the taxiway, Frontier Airlines spokeswoman Kate O'Malley said. None of the 139 passengers on the flight from Denver was injured and the airplane never left the pavement, she said.

    It's unknown how many airlines have been affected. Delta Airlines and seven other airlines run flights there. The airport is located five miles northwest of downtown Salt Lake City. The airport has two terminals, five concourses and 83 gates.

    There were 188 crashes reported in the Salt Lake City metro area Thursday, said Cpt. Todd Johnson of the Utah Highway Patrol. Nine of those were slide-offs.

    "That's an enormous amount of crashes to be investigating," Johnson said.

    Twenty-seven people were hurt ? including three highway troopers ? but none suffered major injuries. The freezing rain conditions are very rare in northern Utah, Johnson said.

    "In my 22 years on the road, I can't remember anything like this," he said.

    At the University of Utah, a frozen pipe burst in the library forcing a 45-minute evacuation, university spokesman Keith Sterling said. The pipe burst in an employee staff area, causing carpet damage. No books were damaged, he said.
